Richard Law-Deeks joined the Board of LGPS Central Limited as CEO in June 2024, bringing over a decade of experience in both the public and private sectors. Prior to his current role, Richard served as CEO of the Royal Mail Pension Plan. His career spans key roles in corporate finance at Marsh & McLennan Companies and within the Local Government Pension Scheme (LGPS), where he began his career at Hackney Council and Hertfordshire County Council. Richard is a qualified accountant and an active member of the pension’s community. He also serves as a Trustee for a charity's pension scheme and has been a member of the Pension and Lifetime Savings Association (PLSA) DB Committee.
Trevor Castledine joined LGPS Central as Chief Commercial Officer in 2024, bringing with him extensive LGPS experience as well as expertise in private markets and the broader investment management industry. A Chartered Accountant and former Investment Banker, Trevor was already a member of the LGPS community having worked as Investment Director for Private Credit at LGPS pooling entity LPPI and Deputy CIO at Lancashire County Pension Fund (LCPF). He also worked as an investment consultant to a number of LGPS funds and pools and served as an Independent Adviser to the South Yorkshire Pensions Authority. Always an innovator, Trevor played a pivotal role in creating a pioneering £1.5 billion allocation to alternative credit at LCPF, earning numerous industry accolades, including the Institutional Investor European peer-to-peer award for ‘Best Use of Private Markets’. Alongside his role at LGPS Central, Trevor acts as an NED on the board of a regional direct lending fund manager based in the Northeast of England.
As Chief People & Transformation Officer at LGPS Central, Anouska Ramsay is responsible for designing and implementing strategies that enhance culture and attract, develop, and retain top talent. With a background in business psychology, Anouska has extensive experience in both consultancy and large organisations, where she has focused on creating programs that deliver business value through people, culture, and talent agendas. Her work spans initiatives from apprenticeships to executive leadership development, culture and digital skills transformation, and inclusive cultures to employer branding. Before joining LGPS Central, Anouska served as HR Director for Culture & Capability at Santander, where she led numerous progressive people initiatives and was an active member of the Gender Equality Leadership team at Business in the Community. She also held the position of Vice President of Talent at Capgemini and began her career in human resources at Capital One Bank.
Joanne has over 30 years in the pensions and investment sector and is an experienced chair and non-executive director. She was appointed as the first Chair of LGPS Central Limited in May 2017. She became the chair of NOW: Pensions in 2019, having been appointed to its Board in 2017. Joanne is also the Chair of the Independent Governance Committee at Legal and General and is a member of the Pension Fund Governing Board at CERN. She has been chair of the Joint Expert Panel on the USS and a pensions expert to the review of TfL’s pension arrangements. She was the Chief Executive of the Pensions and Lifetime Savings Association (PLSA) until June 2017 having been its first Policy Director. She joined the organisation from the Association of British Insurers where she was Head of Pensions and Savings and held the pensions brief at the Trades Union Congress for 13 years, having started her career as a pensions researcher and journalist at Incomes Data Services. She was Chair of the Environment Agency Pension Fund (EAPF) from 2017-2019. Joanne was a Board member of Pensions Europe, the EU trade association for pensions, from 2010 – 2017 and its Chair from 2012 – 2015. She was a founding governor of the Pensions Policy Institute. Joanne has a degree in economics from John Moores University and an MA in Industrial Relations from the University of Warwick. She was awarded an OBE for services to pensions in the 2003 Queen’s Birthday Honours.
John joined the Board of LGPS Central Limited in September 2017 where he is responsible for the oversight of the infrastructure functions and for the financial management of the Company. John was previously Group Chief Operating Officer with Baring Asset Management, a London based global asset manager. He has extensive international COO experience in developed, emerging and frontier markets across both institutional and wholesale sectors. Prior to this John had various COO, finance and risk management positions with Schroders, Fidelity and Visor Capital in London and in Asia. His previous experience as an Executive Management Committee member encompasses leadership, strategic business development and oversight of many aspects of asset management, together with practical knowledge of global regulatory and governance regimes.
Gordon is the Chief Investment Officer (CIO) at LGPS Central Limited, and he has responsibility for the investments managed on behalf of our Partner Funds. He manages the Investment Team, is Chair of the Investment Committee, and is a member of the Executive Committee, reporting into the LGPS Central Board on investment matters. His objectives are to deliver superior risk adjusted returns, after costs, to Partner Funds delivered through pooled investments and to beat the cost savings targets set out at the inception of LGPS Central whilst fully integrating RI and engagement into the investment process.
Mark joined LGPS Central Active Equities team at its establishment in 2018, following a two-year tenure at Derbyshire Pension Fund. During his time at Derbyshire Pension Fund, he played a key role in managing their equity investments, both directly and through funds. Prior to his time at Derbyshire Pension Fund, Mark contributed significantly to the success of Sanlam FOUR Investments in London from 2007. As an integral member of the UK equity team, he played a crucial role in overseeing the investment of approximately £1 billion on behalf of a diverse clientele, including retail and institutional clients. Mark joined FOUR Capital during its startup phase and continued with the company through its acquisition by the Sanlam Group, an £8 billion South African Insurance Company, after eight successful years. Before his time at Sanlam FOUR Investments, Mark gained valuable experience at Schroders Investment Management Ltd in London, where he was part of the European & UK equities team. In this role, he provided support to 10 managers overseeing a portfolio of £23 billion. Additionally, Mark has international experience, having worked at JPMorgan in New York as a Business Analyst in Treasury Services.
Nadeem became a part of LGPS Central in 2020. With over 15 years of comprehensive experience in Infrastructure and Private Markets, Nadeem has served as both a principal investor and an advisor. Before joining LGPS Central, Nadeem held the position of Investment Director at a global infrastructure fund. In this role, he was instrumental in sourcing and managing diverse infrastructure and property assets. Prior to this, he worked as a corporate financier for one of the 'big four' accounting firms, providing strategic advice to fund managers. His initial career path led him to a global investment bank, where he garnered expertise in leveraged buyouts and high-profile mergers and acquisitions. Nadeem holds an MSc in Finance from the University of Warwick and earned the title of Associate Chartered Accountant during his tenure at Deloitte. His wealth of experience enables him to make impactful investment decisions, construct portfolios, and provide effective managerial oversight across different asset classes. Collaborating with the Chief Investment Officer (CIO), Nadeem actively contributes to establishing a robust decision-making framework for allocating assets to the infrastructure portfolio. Acknowledged as a leader and expert in his designated asset classes, he also considers Responsible Investment & Engagement (RI&E) policies, aligning them with Partner Fund policies and investment decisions. Nadeem's proactive approach ensures a commitment to responsible investment practices throughout the decision-making process.
